Big-Picture Outlook

Libya continues to see a variety of security, political, and economic developments, but very little real progress on any front. Despite renewed parallel political efforts to unify the country, both remain bogged down in political complexities and negotiations, while trends such as a weakening security situation in western Libya and the increased international outreach of the Libyan National Army (LNA) continue.

Major Events This Week

  • The United Nations Support Mission in Libya (UNSMIL) held another session of its 4+4 Committee, aka the โ€œmini-tableโ€, at its headquarters in Tunis, with representatives from Government of National Unity (GNU) Prime Minister Abdulhamid Dabaiba, the LNA, the House of Representatives (HoR), and the High Council of State (HCS).

    The talks reportedly discussed the legal framework for holding elections and did not result in any agreement, with UNSMIL stating that the body will meet again in early June. 
  • LNA Deputy Commander Saddam Haftar and GNU Deputy Defence Minister Abdulsalam al-Zoubi met in Turkey at the International Defence and Aerospace Exhibition. Additionally, both men also met with Turkish Defence Minister YaลŸar Gรผler and Intelligence chief Ibrahim Kalฤฑn, and reportedly discussed efforts to unify eastern and western Libyan security forces.
  • Local security forces in Zawiya clashed around the Zawiya oil refinery, causing damage to the facility and the temporary halting of production. A ceasefire was eventually established, and emergency repairs were conducted in order to resume production.
