Big-Picture Outlook

In the face of recent momentum by U.S. Senior Advisor for Africa Massad Boulos in advancing his own initiative, the United Nations Support Mission in Libya (UNSMIL) is struggling to keep pace.

Libyan media reported that UNSMIL is now seeking to focus its negotiations with the Dabaiba and Haftar families, which has drawn ire from political actors across Libya.

Libya’s secondary political institutions continued this week to denounce efforts to bypass them in ongoing political negotiations, as they seek to undermine any active processes.

Major Events This Week

  • Presidential Council (PC) Chairman Mohammed al-Mnefi’s political feud with Government of National Unity (GNU) Prime Minister Abdulhamid Dabaiba continued this week. Al-Mnefi officially suspended Acting Foreign Affairs Minister Taher al-Baour, stating that Dabaiba needed to appoint a new minister.

    The following day, al-Baour was in Moscow, where he met with Russian Foreign Minister Sergei Lavrov, while Dabaiba issued a statement to foreign diplomats saying they must only follow instructions from the Foreign Minister.
  • The High Council of State (HCS) officially voted to reject recent initiatives by the U.S. Senior Advisor to Africa, Massad Boulos, as well as reported “mini-table” negotiations led by the United Nations Support Mission in Libya (UNSMIL).

    HCS head Mohammed Takala sent a letter to UN Secretary-General António Guterres, stating that UNSMIL had overstepped its authority.
  • United Nations Support Mission in Libya (UNSMIL) head Hanna Tetteh gave a briefing to the United Nations Security Council (UNSC) and presented the findings of a recent UN Panel of Experts report, which highlighted growing corruption in Libya.

    During the briefing, she stated that parallel processes were undermining UNSMIL’s efforts, while also noting that UNSMIL’s roadmap had failed to gain traction. Tetteh said UNSMIL was now working with a “small group of stakeholders” to try to move its process forward.
