Big-Picture Outlook
Libya’s political elite are now trying to navigate the potential new reality emerging from recent political, economic, and security developments in the country.
The announcement of a new unified budget and the continued high cost of oil means Libya’s economy will receive a slight reprieve, while joint military exercises in Sirte demonstrated increased ties between east and west armed groups.
However, the news that technical talks would soon begin for the political track between the Haftar and Dabaiba families in Tunis has caused the biggest reaction, with Libya’s status quo actors trying to determine their next moves.
Major Events This Week
- The United States, Italy, and Libya released a joint statement, announcing the beginning of the Flintlock military exercises in Sirte. The joint training will feature integrated air, ground, and maritime scenarios, and 10 states participating. It also brings together competing military factions from eastern and western Libya.
- U.S. Senior Advisor for Africa, Massad Boulos, has organized technical talks to take place between representatives of the Dabaiba and Haftar families in Tunis. The talks will focus on the political track, and will try to work through the details of how to create a new unified government.
- The House of Representatives (HoR) and the High Council of State (HCS) have officially signed an agreement on a unified budget. The negotiations were heavily pushed by the United States, and Libyan leaders across the political divide have welcomed the deal.
- Libyan media reported that Presidential Council (PC) Chairman Mohammed al-Mnefi replaced West Coast Military Region commander Salah al-Namroush with Ali al-Beneni. Al-Beneni was the Head of the Criminal Investigations Department in the Western Region. The announcement led to security groups from Zawiya going to Tripoli, where they reportedly held talks with al-Mnefi and PC co-chairman Abdul al-Lafi to diffuse tensions.
