The expansion of the Khalifa Foundation

The Khalifa International Foundation (KIF), the official humanitarian arm of the Libyan National Army (LNA), only began its operations at the beginning of 2026, but is already looking to expand its operations across Libya and the region.

The KIF is a further example of the LNA seeking to expand its softpower capabilities as it continues to gain international attention, with a humanitarian arm a way for the LNA to present itself as more than just a security body. This is reflected in the KIF itself, which has been given both a stable funding source and strong operational guidelines, allowing the body to actually carry out effective work.

Filling a gap in the south

Sources familiar with the organisation have informed Geopolitical Desk that the goal of the KIF is to fill gaps not addressed in security or reconstruction efforts. The LNA have prioritized the south in recent years, with LNA Deputy Commander Saddam Haftar consolidating military control in the region, and his associated National Development Agency overseeing southern reconstruction and investment efforts.
