Agreement reached to reshuffle Libya's NOC

A meeting held last month in the UAE between Ibrahim Dabaiba, nephew and national security adviser to Government of National Unity (GNU) Prime Minister Abdulhamid Dabaiba, and Saddam Haftar, the Deputy Commander of the Libyan National Army (LNA), resulted in an agreement to fully reshuffle Libya's National Oil Corporation (NOC), according to a Libyan official familiar with the talks.

Libya Desk Consulting, a London-based due diligence and political risk firm specialising in Libya, reported on May 29th that a preliminary agreement had been reached to change the composition of NOC's executive board, as well as the boards of many of their subsidiaries.

The report also included the names of two board members that were expected to be replaced, as well as the names of their proposed successors. Libya Desk was the first to break the story of a looming reshuffle, underscoring its standing as a bespoke provider of Libya-focused intelligence.

Sources now indicate the scope of the agreement has widened into a broader institutional overhaul.
