According to high-level diplomatic sources speaking on condition of anonymity, Boulos’ visit forms part of a broader U.S. effort to reset its engagement across North Africa and the Sahel, pivoting toward conflict resolution and a “trade not aid” doctrine as Washington repositions its Africa strategy.
