Big-Picture Outlook

Libya is grappling with two major developments this week: the possibility of a new unified budget and the end of the Arkenu Company.

Negotiations in Tunis, pushed by the United States, between the GNU and LNA have revealed internal political divisions. However, an intense final push by the Americans may have helped lead to a breakthrough.

A leaked report from the United Nations has also revealed corruption within the energy company Arkenu, leading to the cancellation of its contract, although the situation is not as straightforward as it might seem.

Major Events This Week

  • The U.S. Treasury Department held talks in Tunis between the Government of National Unity (GNU) and the Libyan National Army (LNA) to discuss the issue of the unified development budget. The Head of the Development and Reconstruction Fund Belqasim Haftar issued a statement against the talks, saying he did not recognize them and he would keep his original budget.
  • Libyan Prime Minister Abdulhamid Dabaiba issued an order to the National Oil Corporation (NOC) to cancel the contract of the energy company Arkenu. A leaked United Nations Panel of Experts report highlighted corruption around the companyโ€™s operations.
  • Presidential Council Chairman Mohammed al-Mnefi met with multiple security leaders in Tripoli, notably Special Deterrence Forces (aka Rada) leader  Abdul Raouf Kara, in a sign of defiance against GNU Prime Minister Abdulhamid Dabaiba.
  • The National Oil Corporation (NOC) announced that the abandoned Russian LNG tanker, the Arctic Metagaz has broken free from its toe line and is now drifting freely in the southern Mediterranean. It's unclear where the tanker will drift to, but it still has LNG on board and could cause an environmental disaster if it fully capsizes.
