Big-Picture Outlook

Breakthroughs in negotiations on Libyaโ€™s political and economic files have the potential to shake up the status quo. Reports of possible talks to form a new unity government between the Haftar and Dabaiba families have caused a stir among political institutions and actors across both the east and west of Libya.

Major Events This Week

  • High Council of State (HCS) head Mohammed Takala presented a proposed initiative by US Special Adviser Massad Boulos, which would seek to form a new unity government between the Dabaiba and Haftar families. A majority of HCS members reportedly denounced the rumoured talks..
  • Presidential Council (PC) Chairman Mohammed al-Mnefi met with members of the HCS, and both sides affirmed the need for all political agreements to proceed through existing frameworks.
  • PC Chairman Mohammed al-Mnefi also met with several western Libyan security leaders, including Commander of the Western Mountain Military Zone Lt Gen Osama al-Juwaili, Head of the Stability Support Apparatus Hassan Buzeriba, and Special Deterrence Forces commander Abdul Raouf Kara. All three commanders have previously fought or contested forces loyal to Government of National Unity (GNU) Prime Minister Abdulhamid Dabaiba.
  • Libyan media reported statements attributed to Libyan National Army Chief of Staff Khalid Haftar, in which he said Boulosโ€™ initiative was similar to previous initiatives that failed to achieve results and only entrenched corruption.
