Big Picture Outlook

The United Nations Support Mission in Libya (UNSMIL) is approaching the first deadline of its political roadmap and will likely fail to complete the first phase on time.

The UNSMIL is still attempting to advance talks between the High Council of State (HCS) and the House of Representatives (HoR), but it is likely preparing to move forward with the next phase without a final HCS-HoR deal.

Western Libya continues to face security and political challenges, while eastern Libyan leaders are conducting domestic media tours and presenting investment projects.

Key Highlights

  • The 24th Infantry Battalion clashed with the Misratan Joint Force near the Misrata International Airport and the al-Gharyan area, leading to civilian casualties. 
  • Residents of al-Gharyan protested the clashes and the Ministry of Defense ordered the 24th Infantry Battalion to remain in their barracks. The Military Prosecutor General announced it opened an investigation into the incident.
  • Minister of Education in the Government of National Unity (GNU), Ali al-Abid, accused teachers of using drugs, and claimed to have ordered drug tests for teachers. This led to some teachers unions calling for his dismissal.
  • Libyan National Army (LNA) Commander, Khalifa Haftar, met with tribal leaders from central Libya, saying in a speech that the solution to Libya’s crisis must come from Libyans and that they should not wait for foreign initiatives.
  • The head of the Development and Reconstruction fund, Belqasim Haftar, and the head of the National Development Agency, Mahmoud al-Farjani, announced the completion of the Sirte Gulf International airport. 
  • United Nations Support Mission in Libya (UNSMIL) Deputy head Stephanie Khoury met with the Second Deputy President of the High Council of State (HCS), Mousa Faraj, and said that the HCS and the House of Representatives (HoR) need to “assume their national responsibilities” by completing the first phase of the UNSMIL’s political roadmap. 
  • The UNSMIL announced that the Joint Technical Coordination Team, consisting of security groups from the Government of National Unity (GNU) and the Libyan National Army (LNA), had established the location of a joint border security operation room in Benghazi.
