Big-Picture Outlook

The international and local dynamics that have been developing in Libya over the past few years are now hardening as Libyaโ€™s rival governments prepare for change.

Increasing international isolation and frustration toward Tripoli likely helped lead to the creation of a new pact between the Government of National Unityโ€™s (GNU) various factions, as they now look to each other for political survival.

However, the Libyan National Army (LNA) and the House of Representatives (HoR) continue to enjoy growing international attention as they conduct diplomacy across Europe and Turkey.

Between these two groups, the Central Bank of Libya (CBL) continues to try to keep the country solvent, while the United Nations Support Mission in Libya (UNSMIL) slogs through political indifference in an effort to create an actual agreement.

Key Highlights

  • Representatives from the House of Representatives (HoR) and the High Council of State (HCS) signed a "unified development programmeโ€, which will seek to unify eastern and western development spending. 
  • Government of National Unity (GNU) Prime Minister Abdulhamid Dabaiba, Presidential Council (PC) Chairman Mohammed al-Mnefi, PC Deputy Chairman Abdullah al-Lafi, and HCS head Mohammed Takala announced the creation of a joint coordination body called the Supreme Council of Presidencies.
  • The United Nations Development Programme (UNDP) announced they had signed an agreement with Qatar to help fund the United Nations Support Mission in Libyaโ€™s (UNSMIL) outreach and negotiation efforts.
  • Libyan National Army (LNA) Deputy Commander Saddam Haftar met with Turkish Defense Minister YaลŸar Gรผler in Ankara, Turkey, where they reportedly discussed increasing military cooperation and regional security challenges.
  • Head of the Development and Reconstruction Fund, Belqasim Haftar, and the head of the Libyan National Development Agency (NDA), Mahmoud al-Farjani, attended the "Ambition Africaโ€ forum in Paris, France.
  • HoR Speaker Agila Saleh met with the Speaker of the Italian Chamber of Deputies Lorenzo Fontana and Italian Deputy Foreign Minister Edmondo Cirielli in Rome, Italy.
  • Officers from the LNAโ€™s Subul al-Salam Battalion and the Chadian military announced they were forming a joint-military force to combat insecurity and crime on their border.
  • The GNU paid Hannibal Gaddafi's $900,000 bail to Lebanon, officially securing his release after being in pre-trial detention for 10 years.
