This is a special edition of the weekly political risk report. Sources have informed LIBYA DESK of sensitive developments regarding state corruption and criminal networks in western Libya.
Historically, Stability Support Apparatus leader Abdulghani al-Kikli, aka Ghneiwa, was the central figure managing various state corruption schemes, but his death in the early summer left a vacuum.
That vacuum has since been filled by Deputy Minister of Defense Abdulsalam al-Zoubi, who has sought to develop his previous networks while co-opting Ghneiwa’s. Al-Zoubi, however, is encountering opposition, which could lead to potential future chaos in Tripoli.
