Big Picture Outlook

The crisis in Tripoli drags on for another week, as Government of National Unity (GNU) Prime Minister Abdulhamid Dabaiba continues to try and gain an advantage over the Rada armed group, aka Special Deterrence Forces. Presidential Council Chairman Mohammed al-Mnefi is now aligned with Dabaiba again, as he helps push the Prime Minister's rhetoric. The United Nations Support Mission In Libya (UNSMIL) briefed the United Nations Security Council, where the mission admitted it needed more time to create a consensus for a new political roadmap. Greece is looking to explore for hydrocarbons within some sections of Libya’s claimed territorial waters, creating tensions with Libya’s rival governments, as well as Turkey.

Key Highlights

  • Government of National Unity (GNU) Prime Minister Abdulhamid Dabaiba ordered the resignation of Judicial Police Head Sabry Hadiya and appointed Undersecretary of the Ministry of Justice Ali al-Shtewi to replace him. Members of the Judicial Police released a statement rejecting the appointment by Dabaiba.
  • Presidential Council Chairman Mohammed al-Mnefi appointed Hassan Bouzeriba as the commander of the Stability Support Apparatus (SSA).
  • UNSMIL Special Representative to the Secretary-General (SRSG) Hanna Tetteh delivered a briefing to the United Nations Security Council and announced that she will continue deliberations with Libyan actors for another month to try and gain a consensus on a new political roadmap.
  • The GNU Foreign Ministry released a statement denouncing Greek plans to issue hydrocarbon extraction licenses for some areas within Libyan claimed territorial waters.
  • The Libyan National Oil Corporation (NOC) signed a Memorandum of Understanding with the Turkish Petroleum Corporation to cooperate in future offshore oil exploration.
