Big Picture Outlook

Government of National Unity (GNU) Prime Minister Abdulhamid Dabaiba’s position in Tripoli continues to grow tighter as he faces increasing international isolation and growing disagreements within his security alliance. The Libyan National Army (LNA) continues to gain international attention, while the High National Election Commission (HNEC) faces more struggles in holding a second round of municipal elections.

Key Highlights

  • Several candidates to lead a new unity government assigned by the House of Representatives (HoR), met with the contested High Council of State head Khalid al-Mishri in Tripoli. One of the attending candidates was Government of National Stability Interior Minister Essam Buzeriba. .  
  • The Tripoli Court of Appeals issued a ruling canceling GNU Prime Minister’s appointment of Ali Shtewi as head of the Judicial Police.
  • 111th Brigade Commander and Deputy Minister of Defense Abdulsalam al-Zoubi met with various Turkish security officials.
  • The HNEC announced that they would be suspending municipal elections in 11 municipalities, including Janzour, Tobruk, Benghazi, and Sabha, due to the local prevention of the distribution of voter cards.  
  • Commander of the LNA Ground Forces, Saddam Haftar, met with Turkish Minister of Defense Yaşar Güler during the 17th International Defence Industry Fair in Istanbul and reportedly discussed increasing military cooperation.
  • United States Special Advisor to the President for Africa, Massad Boulos, began a multiday trip to Libya, arriving in Tripoli and meeting with members of the GNU. Boulos then traveled to Benghazi and met with Libyan National Army commander Khalifa Haftar.
