Big-Picture Outlook

A flurry of diplomatic activity is underway in Libya, as France and the United States continue to hold senior-level meetings both in Libya and in Paris, while Egypt, Algeria, and Tunisia have met to coordinate a unified policy toward Libya.

The United States continues to work with security actors, as its Flintlock exercises in Sirte are set to take place at the end of February. Domestically, many institutions remain divided, as the High National Election Commission (HNEC) has received a budget despite the organisation still being split between rival governments.

Key Highlights

  • Senior Advisor to the Prime Minister of the Government of National Unity (GNU) Ibrahim Dabaiba and Libyan National Army (LNA) Deputy Commander Saddam Haftar, met in Paris alongside Senior Advisor to the French President Paul Soler and Special Advisor to the U.S. President Massad Boulos.
  • The House of Representatives (HoR) alloted the High National Election Commission (HNEC) a 210 million Libyan dinar budget to conduct presidential and parliamentary elections.
  • Egyptian Foreign Minister Badr Abdelatty, Tunisian Foreign Minister Mohamed Ali Nafti, and Algerian Foreign Minister Ahmed Attaf met in Tunis to discuss the crisis in Libya.
  • U.S. Special Advisor Massad Boulos and U.S. Chargรฉ dโ€™Affaires for the Embassy in Libya, Jeremy Berndt, met with Libyan stakeholders in both the east and west, including Government of National Unity (GNU) Prime Minister Abdulhamid Dabaiba, GNU Deputy Minister of Defense Abdulsalam al-Zoubi, Libyan National Army (LNA) Deputy Commander Saddam Haftar, and Development and Reconstruction Fund head Belqasim Haftar.
  • GNU Interim Military Chief of Staff Salah al-Namroush held meetings with the U.S. Defense Attachรฉ to Libya to discuss preparations for the Flintlock exercises held in Sirte in late February.
  • New U.K. Ambassador to Libya, Martin Reynolds met with the Deputy Commander of the Libyan National Army (LNA) Saddam Haftar in Benghazi, and discussed British-Libyan relations.
