Libya experienced heightened political, economic, and diplomatic activity this week amid rapid developments across the country. Municipal elections were held in eastern Libya, while a bank run sparked public frustration nationwide.

Meanwhile, inconclusive talks took place in Paris involving competing political actors, and the United Nations Support Mission in Libya (UNSMIL) launched its next major initiative. The Government of National Unity (GNU) is expected to undergo a cabinet reshuffle, while Turkish efforts to secure recognition of its eastern Mediterranean claims have become increasingly complicated.

Key Highlights

  • The High National Election Commission (HNEC) announced the completion of its third round of municipal elections, which took place across eastern, central, and southern Libya. Libyan National Army (LNA) Commander Khalifa Haftar and LNA Deputy Commander Saddam Haftar released statements congratulating the elections.
  • The Central Bank of Libya (CBL) released a statement saying that commercial banks should have enough liquidity to meet demand and called for Libyans to not crowd banks.
  • The United Nations Support Mission in Libya (UNSMIL) announced it had completed the two day inaugural session of its "Structured Dialogue” in Tripoli.
  • The Government of National Unity (GNU) issued a statement congratulating the UNSMIL on beginning its Structured Dialogue, and announced it would seek to fill vacant government positions and ministries in the GNU.
  • House of Representatives (HoR) Speaker Agila Saleh, in an interview with Libyan media, stated that the HoR has not ratified the 2019 Libya-Turkey Maritime Agreement, and that there should be negotiations between Turkey, Egypt, and Greece to resolve the issue.
  • HoR Speaker Saleh and High Council of State (HCS) head Mohammed Takala held separate meetings with the French President’s Special Envoy Paul Soler, in Paris.
