Big Picture Outlook

Prime Minister of the Government of National Unity (GNU), Abdulhamid Dabaiba, traveled to Turkey to discuss migration control efforts at the request of Italy. Commander of the Libyan National Army (LNA) Ground Forces, Saddam Haftar, traveled to Chad to discuss increasing cooperation as instability grows in the Sahel and Sahara regions. The Libyan Central Bank (CBL) continues to push for the digitization of services, while western Libya faces a rising wave of crime as tensions persist in the capital, Tripoli.

Key Highlights

  • GNU Prime Minister Abdulhamid Dabaiba and Italian Prime Minister Giorgia Meloni met with Turkish President Recep Tayyip Erdoğan in Istanbul, and reportedly discussed the current political issues in Libya and combatting illegal migration flows.
  • Commander of the LNA Ground Forces, Saddam Haftar, met with Chadian president Mahamat Déby in N'Djamena. The two reportedly discussed increasing bilateral cooperation and regional security.
  • The United Nations Support Mission in Libya (UNSMIL) announced it would give a briefing to the UN Security Council on August 21. The original date was August 16, but the UNSMIL claimed that it was delayed due to a technical decision by the Security Council. UNSMIL Head Hannah Tetteh has said she will present a new political roadmap for Libya during the briefing.
  • The High National Election Commission (HNEC) announced that it will be holding the second round of municipal elections for 51 municipalities on August 16.
  • The CBL states that work on its “Your Salary Instantly” digital system is proceeding accordingly and that August salaries and pensions should be distributed through it for those currently registered in the system.
  • The CBL announced that it had completed an online application system for foreign currency reservation that will allow banks to apply for Letters of Credit.
