Big Picture Outlook

The Government of National Unity (GNU) Prime Minister Abdulhamid Dabaiba brought the crisis in Tripoli back to the forefront with an inflammatory public interview. The United Nations Support Mission in Libya (UNSMIL) called for calm as the prime minister and the Rada Special Deterrence Forces returned to a tense standoff.

The ministers of interior of Greece, Malta, and Italy were publicly rebuffed by the Government of National Stability (GNS) in Benghazi, while the contested High Council of State (HCS) head Khalid al-Mishri and Speaker of the House of Representatives (HoR) Agila Saleh met in Cairo.

Key Highlights

  • Government of National Unity (GNU) Prime Minister Abdulhamid Dabaiba gave an interview to Libyan media, in which he announced preconditions to avoid a resumed offensive against Rada. This included the handing over of infrastructure controlled by Rada including Mitiga airport, the handover of officials by the ICC including Osama al-Njeem, and the release of prisoners in Rada’s custody.
  • Greek Foreign Minister Giorgos Gerapetritis met with Libyan National Army (LNA) Commander Khalifa Haftar at al-Rajma. Gerapetritis said the two talked about the issues of migration and maritime boundaries.
  • Government of National Stability (GNS) Prime Minister Osama Hammad ordered the EU Commissioner for Migration and the Interior Ministers of Italy, Greece, and Malta to leave Libya shortly after arriving in Benghazi.
  • House of Representatives Speaker Agila Saleh and contested High Council of State head Khalid al-Mishri arrived in Cairo to hold talks on forming a new government.
  • Libyan Attorney General Siddiq al-Sour announced his office would be opening an investigation into Judicial Police commander Osama al-Njeem and ordered the arrest of 172 members of Rada.
  • The United Nations Support Mission in Libya (UNSMIL) called for immediate de-escalation in the capital Tripoli, amid reports of increasing military build up in and around the city.
  • Prime Minister Abdulhamid Dabaiba announced the completion of the first phase of the “Ring Road” project in Tripoli.
  • Head of the Development and Reconstruction Fund, Belqasim Haftar, signed development and investment agreements with multiple Egyptian companies.
